A DCO made for digital PLLs. I tried it on an epm570t100 cpld and it works just fine!

Well it's simply a digital comparator, comparing a counter counting up and a binary number that decides the frequency (in this case i connected another counter to the comparator for demostrating the changing frequency). The strange part with the sr latch it's just a delay block to make the frequency range smaller. Hope this helps!
